Data Engineer

Proclinical is seeking a Data Engineer for a client, a public body, to be based in London on a contract basis. The data engineer will be working within a multi-disciplinary team focussing on the development and delivery phases of the Enterprise Performance Framework project. This role will be to work with the both the EPF project team and the existing Analysis and Performance (A&P) BAU function to develop the data needed to deliver the prioritised KPIs, metrics and reports. This role will need to have experience of developing new and existing data-sources within a Data Warehouse - building data ingestion processes, developing schemata, writing transformations and developing views for report-writers.

Job Responsibilities:

• Deliver the physical data models and views required for report writers to visualise the KPIs and metrics required.
• Developing data ingestion and transformation processes for new data sources.
• Work with subject matter experts to develop and implement the business rules and definitions underpinning the measures, metrics and KPIs required.
• Collaborate effectively with the EPF project team, HMCTS service teams and users, the A&P BAU team and other stakeholders to refine and deliver the EPF requirements to fit business and user needs.

Skills and Requirements:

• Proven expertise and experience of building and maintaining Data Warehouses, ideally in an Oracle environment.
• Strong skills in analysing, defining, sourcing and capturing data across strategic business systems, processes and areas of the organisation
• Excellent technical data/ETL skills including exporting data from various source data systems types, transforming data against required business rules or data storage/analysis requirements and loading data in various storage platforms, databases/data warehouse technologies to support report production.
• Track record in analysing system and manually created data to assess completeness, quality and accuracy
• Experience of defining and documenting data workflows across systems and operations
• Proven track record of as-is & to-be data mapping and modelling
• Working closely with Reporting and Analytics teams to precisely define data requirements to enable you to analyse data and develop KPIs and metrics and reporting requirements
• Experience of capturing & documenting complex data definitions and business rules
• Knowledge of data warehouse design and concepts (e.g. Kimball)
• Ability to work with business users in an agile, iterative way to design and develop data to deliver measures required to meet reporting requirements
• Have strong organisational skills with the ability to plan and prioritise own workload with competing priorities
• Ability to work confidently with a diverse group of stakeholders and challenge established business processes and working practices
• Ability to develop domain expertise quickly
• Experience of working within agile, waterfall and hybrid/semi agile development programmes
• Demonstrable experience of stakeholder relationship management and influencing skills, demonstrating success in facilitating collaboration, influencing, communicating and negotiating at all levels and across multiple locations
• Working with and leading Subject Matter Experts (SMEs) to capture requirements and deliver other products against tight deadlines
• Ability to work closely with programme and project managers accounting for and reporting against deliverables
• Strong technical background to be able to pick up new technologies and internal systems quickly.
